NASA has already made great progress for humanity with the measly 18.4 Billion a year. Keep in mind that the annual federal budget is 3.4 trillion ($3,400,000,000,000). If we increase the budget to something substantial, it will greatly improve humanity and we will have the opportunities to progress as a species greatly.
