Colorado Governor John Hickenlooper's office announced on September 20, 2012 that their state's general fund revenue was projected to be $239 million higher than the fiscal year in June. This increase comes from higher revenue in FY 2011-12. The growth has come from elevated capital gains income as the governor had reported. In order to ensure that every state pays its fair share we propose a substantial federal tax increase proportionate to their capital gains. This would also help equalize the national economy and offset revenue decreases from less fortunate states.
