To protect personally identifiable information (PII) from inappropriate use from offline sources, use an optional unique digital identifier (DI) to track the disclosure of PII following the Fair Information Practice Principles (FIPP) guidelines. If added to National Cybersecurity Framework, violators are subject to federal prosecution and damages. A secure public website lists participating companies. The US government should not store any DI’s or PII where it can used in cybercrime. DI’s can be used lawfully against persons who commit a crime.
