Corporations, cities and some states do it, so why shouldn’t the federal government generate a strategic vision and plan, and do so innovatively? This plan will help coordinate legislation and programs, and facilitate strategic, consistent targeting of investments in infrastructure, specific industries, etc. to enhance our competitive advantages, productivity, and quality of life.
The Executive Branch alone has 15 Executive Departments, and each of these can have 10-25 key sub-entities (agencies, bureaus, etc.) Individual agencies may have strategic plans. However, there are few overriding, inter-agency national policies that are truly strategically oriented.
With the “wisdom of crowds” concept gaining credibility, the general citizenry should play a key role in developing this plan.
