Increase the effective tax rate of anyone who signs a petition asking for the deportation of people who want secession

Those who would resort to threats against current US citizens who wish to demonstrate their rights to secede from a country whose government no longer represents their interests, has become oppressive and is no longer effective should be held accountable. If a state is allowed to secede then by that very nature, the people would no longer be in the US, regardless any attempt to deport / exile persons demonstrating their rights would come at a significant cost. Anyone who signs such a petition to deport/exile others should be taxed at a minimum of 80% effective tax rate (regardless of income) to pay for the costs associated with deportation and exile and any other civil costs which are created by this.
