Bills proposed in congress are lengthy and confusing. This inhibits forward thinking as there may be too much going on in one bill. So much work will go into one proposal and get denied or voted because of negative features. The waste from all the time and effort up until that point is tremendous. We need less talking and more doing. The increased efficiency of limiting bills by targeting key ideas will pave the way for rapid progression of change. This is through means of less jargon, and increased management of time.
