Increase eligibility for MediCare in graduated manner: by 10 years every 2 years, using current insurance payments.

Health insurance costs go up; delivery decreases. Adding eligibility in 5-10 year age blocks (0-10 yrs old going up or 55-65 going down every 2 years, or 0-5 one year, 5-10 the next), & paying for it with any & all existing insurance payments (personal, governmental,& employer) will allow Medicare to be funded. It continues to provide coverage at lower rates than any other providers, & can move "excess" funds to cover the uninsured. Eliminate deductibles, but maintain a small co-pay based on income. This plan will require Insurance companies to compete. Once enough people are on Medicare who choose to be (no forced switch), the system will stabilize considerably, & the efficiency of Medicare may be able to lower health care costs for the entire group. Businesses still pay their fair share.
