Increase federal ammunition tax to $50 per bullet. Register all guns. Require monthly safety inspections of all guns.

Guns don't kill people. Bullets kill people. Guns are constitutionally protected. Bullets are not. In the interest of public safety we should tax bullets (or their primary components) at $50 apiece. We should force gun owners to register each weapon, insure them and have them physically inspected several times each year for safety. We should disallow all modifications to guns. Further, each bullet should be identifiable and traceable back to original purchaser. There should be mandatory sentencing for accidental death and injury caused by a person's gun. There should be liability insurance at a minimum of $1,000,000 per incidence of accidental death and injury by a gun. Each bullet should likewise be insured.
