Increase federal and state funding to private agencies that support individuals with disabilities.

In New York State alone, there are plenty of private agencies whom run programs for individuals with developmental disabilities. In addition to them, there are also state-run programs as well. But how come those private agencies offer lower wages then the state-run programs? The reason - the private agencies continue to receive lesser funding every year. It would be better for all if there was more funding, let alone better wages to private agency employees. Perhaps a wage celing could be put in place for administrative employees, because there is no reason an exec should make over $100k a year and be allowed to bill driving their car to work as a business expense when the DSP's at the bottom can't do the same, and only make $20-30k a year and do all the hands on work with the clientele.
