Federal Grants for Animal Shelters

The thousands of animal shelters in the United States accept strays and pets that are given up by owners. According to the Humane Society of the United States website, animal shelters annually provide for approximately 7 million dogs and cats, with about half of those animals having to be put to sleep. Animal shelters provide temporary housing to compassionately care for animals until an owner can be found. Each year, federal funds are made available to animal shelters.

Increase federal funding to shelters and make it mandatory to spay/neuter pets for all pet owners with government financial assistance for low income families. Breeders will be required to be licensed yearly and provide documentation of good health and relocation.
