Insofar as:
(1) FEPCA requires the elimination of pay disparities between federal and non-federal employees, and
(2) the Annual Report of the President's Pay Agent (2012) reveals an enormous disparity between federal and non-federal pay (with non-federal workers earning an average of 34.6% more), and
(3) the pay of federal workers has been frozen for three years, while non-federal workers have averaged pay raises in excess of 2% per year;
we petition the White House to recommend an increase in federal pay of at least 8%, to meet the intent of FEPCA (which calls for a much larger increase). We seek an end to the scapegoating of federal workers, who did not cause the financial issues facing this country, but who remain the target of almost every spending reduction proposal made to date.
