When all you have is a hammer, everything starts to look like nails. The US is too married to the use of the military to project power across the globe, despite having an organization designed specifically to project soft power without the baggage of a military deployment. Peace Corps has a budget about 1/40th that of the USMC, and AmeriCorps is in a comparable position. By increasing funding to both agencies, opening them up to high school graduates, and extending GI Bill coverage, the administration could increase opportunities for national service, open college access for thousands who may not have had the opportunity otherwise, and create effective tools for pursuing national interests at home and abroad.
