Increase the gasoline tax.

Congress hasn't increased the federal gasoline tax in two decades -- not even for inflation, meaning in real terms Congress has allowed the tax to decay. In its current form, the 18.4-cent-per-gallon federal tax isn't enough to support the country's infrastructure needs. And, perhaps most importantly, a higher tax would help reduce the now-externalized costs associated with gasoline consumption.
