Increase H1B quota to 400, 000 and applicants already residing in USA should be given priority in selection process.

Lot of talented individuals are unable to achieve their American dream because of lottery. Selection should be based on some criteria. People Individuals who have completed Masters here in USA are suffering a lot if their application isn't picked up in H1B lottery process. There is no need of giving employment authorization to H4 Dependents while talented individuals are suffering without H1B. Who ever put that H4 employment authorization rule in effect should have thought it through. Please give the opportunity to the ones in need not to the ones who are already safe and sound with their spouses
