With the health care act many individuals now have insurance but these plans have high deductibles (1-3k$) and each come with a different set of Drs. which may or may not be local which are severe barriers to low income individuals.
To make matters worse since they have insurance they often no longer qualify for sliding fee scales created for the uninsured.
This could be accomplished by barrier reductions grants to rural areas through SAMHSA.
