The cost of living has increased beyond the locality rates established in the OPM. Current locality rates do not reflect the cost of living in major cities such as San Francisco, Los Angeles, San Diego, Washington, etc. Rent and home prices have rose pass the rate of locality increases over the past several year making it hard on employees to live and a strain on the workforce.
