Increase the minimum punishment for shining a laser at airplanes.

In 2014 Stephen Francis Bukus of Oregon got only 6 months in jail for pointing a laser at two airplanes. Pointing a laser at even a single plane puts hundreds of lives at risk by distracting and obstructing the view of the pilots. The minimum punishment for putting so many lives at risk needs to be increased, especially since it takes so much effort to capture a single offender.
