Increase NASA's budget to 1% of the federal budget and endorse a clear vision for America's future presence in space.

NASA has for too long been underfunded by the federal government and thus failed to actualize the American people's dreams for space travel. Currently, NASA's budget makes up ~0.5% of the federal budget. That's less than half a penny for every tax dollar we pay. An increase to 1% would effectively double NASA's budget. They could use this money to speed up R&D for the next man-rated rockets (which would reduce our dependence on the Russians' Soyuz rockets which are getting more expensive for astronauts to use) as well as increase our exploration efforts of the solar system and beyond. There are also many untapped technological advances to be made from space technology research that would benefit the public in addition to NASA.
