Increase the National Aeronautics and Space Administration's budget to 10 percent of total federal budget per year.

The reasons why the United States Government should increase NASA's budget to 10% of the total federal budget are as follows:
A.) Ability to develop better designed spacecraft. (If the federal government increased NASA's budget, there would be potential to see spacecraft with similar designs such as those in Interstellar, or The Martian)
B.) Increase potential to travel to distant planets, as well as out of the solar system.
C.) With an increased budget, NASA, in co-operation with various private contractors will be able to ensure future MANNED missions that are able to travel to Mars, explore the solar system, and even go beyond.

Right now, all humanity has is planet Earth. Humanity needs to expand its horizons to the stars, and focus on making distant planets habitable.
