This petition is being made to increase the budget given to the National Aeronautics and Space Administration from 1/200 (half of a penny) of the U.S tax dollar to at most 1/100 (1 full penny) of the U.S tax dollar to provide funding for some science missions which NASA can not afford now such as manned visits to the International Space Station, a long awaited re-visit to the Moon, and possibly even Mars in the near future.
