Increase the necessity to have a rape charge tried and punished

I've been speaking with friends who are fighting a court case against their biological father who molested them as children. I find it rediculous that this case has been going on for years with no penalty dealt. That "man" walks the streets frealy when he should be punished but the court continues to push the trial back. This seems unjust and needs to be rectified.
