Increase NIH & NSF funding by 50%.

In the last decade non-military research funding has been flat, yet the number of academic researchers has greatly increased, as has the cost of equipment and supplies. This has resulted in insufficient funds to do research and people being laid-off. Where I'm at, roughly 25% of faculty either have no funding or are grossly underfunded to the point of being unable to support and retain grad students. Without grad students biology, chemistry and physics departments can't function. Without those departments, most universities would have to greatly reduce all technical training. Not only does this effect current employment, it threatens future employment and business development.
