We propose that resources in each budget area be reallocated to incubate and proliferate a sustainable, self-replicating, value-based culture of government. A wired, well-resourced cultural infrastructure that promotes congruency between values and performance is the wild card that will enable government to do ever more with shrinking resources.
Culture change alone drives systems transformation. It promotes on-going innovation by nurturing teamwork, fairness, common sense, efficiency, wisdom and compassion and it can make all government service more effective and nimble. The better each and all of us feel about our government, the happier we are to pay the cost of its services.
