Using legal scholars to suggest the proper number of Supreme Court justices, change to that number to avoid a "deadlock" of partisan politics in decisions that effect us all.
The Founders did not stipulate nine justices. Continous votes of 5 - 4 proves that the number is wrong for this day and time.
