Increase the standards for getting a driver's license.

Those who apply for a driver's license must pass the written exam with 80% or above. After passing the written exam, the applicant must pass the road test with a 80% or above passing grade. If the applicant fails both tests, he or she can take both exams again. After the third time, the applicant must wait three months to re-apply.
