Due to the rising fuel prices many people would want to take public transportation. In some cities public transportation isn't that efficient. Public transport enables workers to get to their work site if they can't afford a car or can't afford the gas prices or simply like public transport and a better public transportation would enable more people moving around the city reducing traffic congestion. Some cities can implement a light rail system but don't have the money or resources to do it which would result in cleaner air.
