Oil Prices continue to get lower, pushing domestic producers of shale oil out of business. Keeping these oil wells producing may no longer make economic sense, However it does make sense from a domestic security standpoint. If we were buyout these mineral rights, and let a government Organization oversee production (Army Corps of Engineers perhaps), then we can make sure we don't lose the opportunity to take advantage of these resources. We could also oversee production with greater scrutiny and control that would ever be possible in the private sector, an environmental win.
