This petition is to create support for taxing at a regular income rate all stock and bond trades not supporting real economic growth. It should be focused on hedge funds, short trading and flash trading. None of these things are real investments in the economy, but are instead bets against economic growth. Their only interest is in accumulating wealth by betting short term. There shouild be an added burden on those who bet on the failure of other's investments. This was particularly clear when the big banks sliced and diced mortgages, had them rated as triple A+ (when they knew they were junk) and advertiserd them as good investments while secretly betting against their success.
