Increase each tax bracket's tax rate by 5% (i.e. 20% goes to 21%) this will increase government income by 5% with an increase of 5% by all tax payers.

Reduce spending by 5% for all agencies. There must be more than 5% that every agency could cut without affecting their mission.

Increase Social Security full retirement age and Medicare age to 70 and SS early retirement to 65 for unborn children. In 1940 the average life expectancy was 65 it is now 80. This will not change the obligation to those already in the system, but those who enter it will have a firm expectation.

Simple, across the board, no special treatments.
