Increase time to allow rape victims to find their rapist and to increase the necessity to have the trial completed

I find it ridiculous that rape victims only have five to seven years, depending, to find and begin prosecuting the rapist. And how the trials get pushed back again and again into who knows where. I want this rectified and if you understand their plight you do too.
