Increase Voter Participation

This is probably a petition like no other; most petitions are rather selfish, mutinous or attention seeking.
This petition is as selfless as a petition can get, it is as many seek: equal representation in government. A founding block of our nation.
This is about giving every party a concession that they can live with:
Republicans can give more power to the states.
Democrats can give more power to distinctive groups.
The freedom caucus can finally get the fiscal genius they want.
I would like for this to be sent to one of the members of Congress that is on your side, but willing to say that this was basically his own humble idea.
