On 12 March 2013, Director of National Intelligence James R. Clapper knowingly perjured himself before a United States Senate Select Committee on Intelligence. This is in violation of 18 U.S. § Code 1621. By law, Mr Clapper must be fined or imprisoned for said offenses. The Second Circuit Court of Appeals ruled the actions of the NSA, which Mr. Clapper proceeded over, illegal under Section 215 of the Patriot Act. In addition to violating said law, it appears that the offenses committed under Mr. Clapper appear to be in violation of the 4th Amendment to the United States Constitution. Due to the actions that took place under Mr. Clapper, millions of law abiding citizens have had their privacy invaded and their civil rights violated.
