Congress should pass an INDIVIDUAL FIREARMS LICENSE using the existing FBI NICS framework which states you are preapproved to purchase a firearm. This preapproval architecture already exists with the NICS FORM 4473 #9: Unique Personal Identification Number. The IFL will have no RFID or electronic devices. This license will in no way list any current or future firearms and is an alternative to a national firearms registry, but will serve as a UNIVERSAL BACKGROUND CHECK. The IFL will be required for entry into any gun show. It will be illegal for any person to sell a firearm to someone without providing a valid license on a private sale basis. The IFL will also serve as your National Conceal Carry License. GUNS ARE NOT THE PROBLEM; PEOPLE ARE. LICENSE THE PEOPLE.
