Require the recipients of social welfare programs that are under the retirement age and not disabled to undergo randomized drug testing. Employees have to agree to and pass drug testing to keep our jobs that pay the taxes that fund these programs. Recipients of these taxes should have to follow the same rules. Also, require social welfare recipients to provide a service to the Govt. until work is found. The govt. hires unskilled labor workers to do many jobs AND give free paychecks to individuals that don't work. It doesn't make sense. Require social welfare recipients to provide some of these services. Many localities need services like area beautification, park construction, graffiti removal, grounds maintenance around public and Govt. grounds. Run-down areas could get quick cleanups.
