Many to most large industrial operations are not working at their optimum carbon emission output level due to outdated equipment and cutting corners to increase profits. A tax placed specifically on carbon emissions (by the ton), would prompt these businesses to improve their equipment and procedures to minimize their carbon emissions, thus lowering their tax. This tax would promote improvement that is immeasurably needed, yet will otherwise go unaddressed.
