My 19 year old Romanian adopted daughter who came to the US at 18 month old is being denied citizenship for the US. We have spent a lot of money on INS forms to get turned down every time. She has been readopted into the US and has a drivers license as well as a social security card. We started working on citizenship papers after we found out it was need upon her 16th birthday to get drivers license. INS said she automatically qualified but turned us down due to no American birth certificate. We repaid monies again for the process after obtain birth certificate and was turned down again because she has a voters registration card. There should be no questions asked if she has given proof of infant adoptee by two US parents. Grant my child and any adoptee of two US parents citizenship
