We, the People, demand either a bill to produce, or call for a Constitutional Convention, to pass the following Amendment:

Amendment 28:

Congress shall pass a full, operating budget each year to fund the operations of the United States Federal Government for the fiscal year. Any Congress failing to do so prior to the expiration of the current year's budget, causing a Government shutdown; causes all sitting members to forfeit their seats, and shall be considered a voluntary resignation from Congress, effective immediately, including the Vice President of the United States, in his capacity as President of the Senate. The States will appoint legislators and representatives in accordance with their individual laws as if their sitting Congressmen and Senators had voluntarily resigned.
