Holland has developed functional hydrogen vehicles & solar powered refuling stations. We should negotiate with Holland allowing US grants/scholarship qualified American students (with nec, science and chemistry proven IQs) to go there & learn the tech & dev-processes. Upon graduation-they are placed with start-up companies to begin development of such vehicles in the US (When we bailed out the big-3, we should have made this a mandatory obligation). The US can provide grants/scholarships (via tax on oil, coal and natural gas companies) for start-up groups with viable 5-yr and 10-yr plans for mass production of hydrogen vehicles and refueling stations at a market cost per vehicle of $80K or less, for later market and process improvement price reductions systematically for years 11 to 20
