The number of terms to which a member of Congress can serve should be limited to 2 terms. More than that and the tendency appears that Congress no longer acts on behalf of their constituents. Additionally, members of Congress should be required to comply with all federal laws and restrictions. No pay raises authorized without a vote by the people of the U.S. to coincide with a Presidential election.
