Initiate and back Right To Vote Amendment

Suggested Constitutional Amendment:
"Citizens voting in all elections being fundamental to democracy, and guaranteed elsewhere in this Constitution, the right of every United States Citizen to vote in local, state and federal elections regardless of their legal status shall not be infringed.
All places of incarceration and institutions of higher learning must be duly constituted polling places and incarceration or registered enrollment at those places shall constitute legal residency in that voting district.
Any identification required for voting must be cost-free to the voter and free of encumbrance."
