The current voting system, which utilizes the Electoral College, allows candidates to win seats in public office by winning states, rather than people. The current electoral college system allows a candidate to win the office of President with only 21% of the popular vote by winning at least 51% of the vote in a swing states, thus receiving all of those states' electoral votes.
