Require anyone voting in a federal election to have payed more in income tax than they received from the federal government in the previous year. For example, If you payed $1000.00 in income tax but received a total of $1100.00 in refunds and credits than you would not be able to vote. If you payed $1000.00 in income taxes and received a total of $500.00 in refunds and credits you would be able to vote. Only income tax would be counted as money being paid to the Govt.
Originally most states required a person to either own property or have sufficient wealth for taxation in order to vote. By moving back towards this model, we would insure that persons voting would already be invested in the country through their taxes and hopefully more involved in the election process
