Initiate development and construction of a manned solar system exploration vehicle

In order for the United States to continue to be a world leader in science, technology, and innovation, the nation must quickly establish a clear policy for human space exploration. Failure to do so, will weaken the ability of the United States to compete in the future economy, and more importantly, irrecoverably erode the pioneering legacy that has shaped and defined our national identity. The United States should lead the development, construction, and utilization of a manned human exploration spacecraft capabable of exploration within our solar system. A vehicle based upon the NASA's Nautilus-X concept would achieve this. Such a vehicle could be built utilizing existing technology, the Space Launch System, and commercial providers. By 2026 a manned Mars orbital mission can be achieved.
