Initiate more strict penalties to those involved in the drug trade from source to handler to user; pursue these persons to the fullest extent of the law. Anything resulting in a fatality upon the use of said drug should be considered murder and be prosecuted as such.
The persons addicted to these said drugs should be mandated to complete a 12 month program.
