3 issues: Unemployment, Dwindling resources, & Land waste due to the overuse of landfills (and the accompanying problem/expense of shipping trash overseas).
Train & employ persons of all abilities and skill levels to go through & sort the materials in landfills. This material can be grossly separated into hazards, organic material, and recyclable materials. Then the hazards can be handled appropriately. The organic material can be used to create public-use compost. The recyclables can be recycled.
The various levels of skills needed to organize each location, and move and sort the materials would allow employment of a huge number of people of varying abilities and skills. And since every town & city produces waste, there would be locations throughout the country.
