A gun control law banning guns is the wrong type law. Instead, a gun license law should require any gun user (owner or not ) to get an annual license that requires passing a mental stability and usage test for the type of gun to be used. Any person carrying a gun that can't show a license in public when asked by authorities would be suspect. It is doubtful criminals would be able to get a license and would be more exposed early on. It would create a better chance of weeding out the mentally unstable from using guns.
This type of usage law instead of ownership law would also eliminate any questions of violating the constitutional right to bear arms.
Laws controlling gun ownership do not address gun usage by those who shouldn't have access to guns.
