Supposedly in winter-summer time of 2013, Dr. Michael Hasenstab, the Vice-President of Franklin Templeton Investments, communicated with people of the immediate circle of Viktor Yanukovych, at that time, the president of Ukraine, - Mr. Kolobov, the Minister of Finance (who was arrested in Spain), and Mr. Arbuzov, the First Vice Prime Minister (who left Ukraine, and is currently internationally wanted). In autumn 2013, Franklin Templeton Investments started to purchase Ukrainian debt securities with 50 percent discount. These transactions were performed by subsidiary companies — Templeton Global Bond Fund and Templeton Global Total Return Fund — and were done supposedly using corrupt money
