There is ample justification and a history of bipartisan support in Congress and the Senate for this initiative due to the following:
1) An Advisory Panel to the UN Secretary General has found overwhelming evidence of war crimes and crimes against humanity by the Sri Lankan Government
2) A plethora of evidence has been presented by human rights organizations such as Amnesty International, Human Rights Watch, and Crisis Group, on Sri Lanka's war crimes and crimes against humanity.. .
3) A viscerally gut wrenching documentary by United Kingdom's Channel 4 depicting the horrific shelling of hospitals and designated no-fire zones and concentrations of cowering civilian populations
4) The dismissal by human rights organizations referred to in (2) of the latest Sri Lankan white wash.
