Mumia Abu-Jamal and the MOVE 9 have had their civil/humane rights violated. 1997 there was a Federal investigation in Philadelphia- the 39th District Scandal that exonerated 3000 of which Mumia Abu-Jamal should have been included.
Also in 1997, the U.N. Rapporteur Bacre Waly Ndiaye intervened on behalf of Mumia Abu-Jamal and included Mumia's case in the Report of Arbituary Executions (22 January 1998)- a report that includes police brutality in the United States; and Ndiaye raised the concern that in the United States innocent people may be sentenced to death and even executed.
Create a separate Federal entity to investigate claims of police brutality.
