Initiate legislation to call immediate elections if there is no budget

If Congress fails to pass a budget by the 1st day of the fiscal year:
• the current session of Congress will end immediately
• the budget for the new fiscal year will be the budget for the prior year with no increase for inflation
• all members will stand election for the remainder of their terms on the 4th Saturday of the fiscal year.

Members who are unopposed on the ballot will have to pass a vote of confidence with a majority of 60%. If an unopposed candidate does not pass the vote of confidence, a replacement will be appointed by the State legislature, and confirmed by the governor, with the proviso that the appointee cannot be the candidate who failed the vote of confidence.

The new session of Congress will begin on the second Tuesday in Nov.
Members will not be paid for October.
